Two men, Johan Jose Rangel Martinez, 21, and Franklin Jose Pena Ramos, 26, have been charged in the murder of 12-year-old Jocelyn Nungaray in Houston. The tragic incident involved the young girl being found strangled to death in a creek. Both suspects are Venezuelan migrants who entered the United States illegally.

Pena Ramos crossed into El Paso, Texas in May and was caught by Border Patrol agents. Despite this, he was released into the U.S. with a Notice to Appear in court. Similarly, Rangel Martinez also entered El Paso illegally in March, was apprehended by Border Patrol, and then released into the U.S.

The Houston Police Department confirmed that both men are facing capital murder charges in connection to Nungaray’s death. Surveillance video played a crucial role in tracking the movements of Martinez and Ramos before and after the killing. The investigation revealed that the suspects were seen meeting with Nungaray at a convenience store and later walking to a bridge where the murder took place.
