Enforcement and Removal Operations officers in Baltimore arrested 39-year-old Luis Portillo-Henriquez, an illegal immigrant from El Salvador, this week. Portillo-Henriquez has a criminal history that includes sexually abusing a child and multiple DUI offenses.
According to a statement by ERO Baltimore Field Office Director Matthew Elliston, Portillo-Henriquez posed a significant threat to the children in Maryland neighborhoods. The officers prioritize public safety by apprehending and removing noncitizen offenders like Portillo-Henriquez from communities, targeting the worst of the worst.
Portillo-Henriquez’s criminal record dates back to 2010 when he was charged with driving under the influence (DUI) in Baltimore County and received probation before judgment. Subsequent arrests in 2017 and 2021 for driving without a license, unsafe lane changing, and additional DUIs added to his criminal history.
In March of last year, Portillo-Henriquez was arrested by the Baltimore Police Department on charges related to driving with a suspended license. Less than two weeks later, he faced charges including third-degree sex offense, fourth-degree sex offense, second-degree rape, child abuse, and sexual abuse of a minor within the same household or family.
Portillo-Henriquez was convicted of sexual abuse of a minor and sentenced to 25 years in prison in August 2023. However, the Circuit Court for Baltimore County-Criminal suspended most of his sentence, requiring him to serve only 18 months behind bars.
The recent arrest of Portillo-Henriquez in Ellicott City marked the 105th sex offender apprehended by the Baltimore ERO office this year. He is currently in ERO custody awaiting trial before a Department of Justice immigration judge.
