Egypt’s Ambitious Desalination Plans to Alleviate Water Stress
In recent years, Egypt has been facing increasing water stress due to the escalating demands of its growing population. The Nile River, a historically crucial water source, is struggling to meet these demands, posing a significant risk of water scarcity for drinking purposes. The filling of the Grand Ethiopian Renaissance Dam in 2021 has exacerbated the situation, further straining the Nile’s capacity.
To address this pressing issue, Egypt has ramped up its efforts in seawater desalination projects. The country is now the largest owner of desalination plants in the Middle East, with around 100 plants producing 1.2 million cubic meters of water per day. The government’s strategic plan aims to establish plants with a total capacity of 9 million cubic meters per day by 2050, with the first phase involving the construction of 21 plants at a cost of USD 3 billion.
Investments and Expansion in Desalination Infrastructure
Egypt is actively seeking investment opportunities to expand its desalination infrastructure. The government plans to invite bids for the construction of four desalination plants near Ras El Hikma, with a total investment of USD 350 million. Major players in the industry, including companies from the Gulf, China, Europe, and Egypt, are expected to participate in these projects under the Build-Operate-Transfer system.
Furthermore, Egypt has signed a contract with the Abu Dhabi sovereign investment company, ADQ, to enhance Ras El Hikma City with foreign direct investments amounting to USD 35 billion. These initiatives are part of the government’s broader efforts to develop the North Coast region and ensure a stable water supply for its residents.

In line with its commitment to high operational standards, Egypt’s General Authority for Specifications and Quality has issued new specifications for water desalination projects. These specifications cover various aspects of desalination, including operational terms, equipment, treatment processes, and technical requirements.
