Loud phone alerts startled residents in Knoxville on Thursday as an evacuation order was issued for the area surrounding Mynderse Avenue and Western Avenue due to a potential threat at CMC Recycling. The emergency alert was sent out as a precautionary measure while authorities responded to a box containing possible explosives.
While the evacuation area was limited to a half-mile radius around the recycling facility, the phone alerts reached residents far beyond the intended zone. Some individuals in Oak Ridge even received the notification, prompting local officials to clarify that there was no evacuation order for their area.
The Integrated Public Alert and Warning System (IPAWS), managed by FEMA, facilitates the dissemination of emergency alerts to devices within affected regions. By utilizing the physical locations of communication towers, IPAWS targets specific cell towers to deliver alerts to individuals within proximity. However, factors such as terrain and tower placement can result in alerts reaching individuals located miles away from the designated alert zone.
Although IPAWS was updated in 2019 to enhance alert capabilities and geo-targeting within a tenth of a mile, many phones do not fully support these features. While the upgrade allows for longer alerts of up to 360 characters to provide additional information, most phones are still limited to receiving 90 characters. FEMA is exploring the possibility of making 360 characters the standard length for alerts once more devices are equipped to accommodate the extended messages.
The unintentional dissemination of the evacuation alert to individuals outside the affected area highlights the need for continued advancements in emergency alert systems.
